Minutes of the meeting of Winterslow Parish Council held on Tuesday 2nd November 2009 at 7.30pm held at Winterslow Village Hall

Present: - Mr R Sheppard (chairman), Mr S Port, Mr T Hoskins, Mrs Heather Ludlow, Mrs Robinson, Mrs J Wheatley, Mr Ken Ludlow, Mr D Jones, Mr D Newton Mrs J Tier ( Parish Clerk)
4 Members of the Public
Prior to the meeting a member of the public asked a general question regarding the changing of the flags from the Wiltshire flag to the Union Jack. Cllr Ludlow informed the Parishioner that the Union Jack would remain in November as respect to armistice day and other relevant commemorations. The member of the public also questioned the state of the roads in Winterslow and whether anything could be done about it. The Cllr's replied that this had been the topic of several meetings and was an ongoing issue with Wiltshire Council. The Parish Council also urged the member of the public to write to Wiltshire Council independently. Mrs Brooks read out a letter that she had written regarding the condition of 'Eastern Common Hill'. She had given photos to the Parish Council regarding the state of the Hill and had not received any response from them. She also wanted to know if the Parish Council could do anything to assist with the condition of the road. The recent weather conditions and general decline of the state of the road meant that it was very difficult for an emergency vehicle to reach the properties. Cllr Ludlow advised that it was the responsibility of the Wiltshire County Highways department to address this matter as they had not jurisdiction over road surfaces. The Parish Council advised Mrs Brooks the best action to take was to send a letter to Wiltshire Highways department from all of the concerned residents. The Parish Council also agreed to write a letter to Wiltshire Council and the landowner.

The minutes of the last meeting held on 5th October 2009 were proposed a true record by Cllr Ken Ludlow and seconded by Cllr Wheatley. All in favour.

3 Matters Arising
A copy of Rospa report was given to Cllr Hoskins who will report on this at the next Parish meeting. Part of the form needs to be sent back to Salisbury and also the Cllr's questioned whether a partial refund is due.

3 Matters Arising
Landfill form - A copy of a information document has been received in response to an inquiry from the Parish Council on landfill grant entitlement. Cllr Ken Ludlow will look into this matter.
Parish Steward form - A form had been received from the Parish Steward with regard to the quality of the service by the Parish Steward team. Cllr Ken Ludlow will look into this matter

5 Planning Matters S/2009/1509 FULL - Full Planning single storey side extension Manor Cottage, The Flood, Winterslow, Salisbury This application was not received with any plans (just a note at the top of the page stating 'please see web). The Parish Council asked the Clerk to contact Wiltshire Council with a note saying there is 'insufficient' details on this application to be able to make a decision Action: Clerk
S/2009/1520/FULL - Full Planning erection of 4 no Pig grower buildings, erection of 3 no pig finishing buildings adjacent to existing pig rearing buildings Manor Farm Winterbourne Earls Salisbury The Parish Council looked at the plans and have made a comment that they Are not within the Parish Council boundaries. The clerk will write to Wiltshire Council to advise them. Action: Clerk

6 Reports of members on other organisations Cllr Robinson reported on two incidents of vandalism which were mentioned at the neighbourhood watch meeting. One was damage to the Shripple play area and the other was a smashed glass bus shelter. Cllr Robinson contacted the police but has not received a reply. Cllr Sheppard and Cllr Ludlow reported on the MOD rights of way (footpaths) meeting in which the MOD (Porton Down) are proposing to close a number of footpaths - namely, 6, 98, 106,107. The aim is to stop intruders encroaching on the MOD site. Cllr Ken Ludlow requested those present at the meeting to keep open footpath no.6 a letter should be received in a few weeks time from the MOD giving two months notice prior to any footpath closure. Cllr Ken Ludlow brought up the subject of the Community service system and whether it was an option for the Parish to use its service as it had done in the past. The Clerk will write to the Community service to find out if the service is still available Action: Clerk
7 Recreation Ground Matters Cllr Ken Ludlow reported on tree -work that needed to be done in the recreation ground and that he had obtained a quote for doing this. The quote was from Greg Gent for £120.00 plus vat and this was seen as very competitive by the Parish Council. Cllr Sheppard proposed that we proceed with this work and this was seconded by Cllr Port. Cllr Ken Ludlow requested the Parish Council to write a thank you letter to Jacob Armstrong who had been working on the public seats in the village as part of his Duke of Edinburgh award. Action: Clerk Cllr Port reported on the meeting with some of the youth people in the village with the aim of ascertaining what play equipment to purchase with the recent grant. The £25,000.00 grant will be shared with Firsdown with the proposed split of 80% for Winterslow and 20% for Firsdown. This will be decided at a meeting with Firsdown Parish Council in the next two weeks. Cllr Port proposed and was seconded by Cllr Heather Ludlow. Cllr Port advised the installation of the new play area equipment needed to be completed before March 2010. Cllr Wheatley suggested the Parish Council spend some of the funds in the bank on the play area if needed and this was discussed by the Parish Council. The repair of the broken bus shelter was discussed and Cllr Robinson, seconded by Cllr Hoskins, proposed the Parish Council do not repair the bus shelter at this moment in time. Cllr Jones, seconded by Cllr Wheatley counter proposed the Bus shelter to be repaired with aluminium. Cllr Sheppard had the deciding vote in not repairing the bus shelter at the present time.
8 Rights of Way One of the Cllr's reported on two stiles that had been removed preventing access to path 104 (which is a right of way) and the field to path 76. The Parish Council agreed to write to the relevant person(s) to request they re-instate the stiles. Action: Clerk
Cllr Ken Ludlow reported on two more kissing gates that were needed from the Church to Cobb Lane. Nick Coen had funded three kissing gates but only one had been installed. Cllr Jones had visited sites within the village that would benefit from new dog-bins and the end of footpaths, 58, 53, and 61 were suggested. The Cllr's voted all in favour.
Cllr Robinson asked Cllr Ken Ludlow to talk to the Parish Steward regarding footpath 28. A discussion then ensued on what action to take on Overhanging trees that had become a problem in the village 9 Highways The discussion on overhanging trees continued and the Cllr's discussed whose responsibility it was to cut down the trees. Cllr Hoskins proposed the Parish Council hire a tractor with a cutter to undertake the work. There was a counter proposal by Cllr Wheatley to send a warning letter to all relevant parties before taking any action. Cllr Sheppard had the deciding vote for the Parish Council to contact the Highways department regarding the legal aspect of this matter. Cllr Ken Ludlow will contact the Highways department and obtain a written reply.

10 Correspondence Cllr Sheppard read out a letter he had received from Mr and Mrs Weeks regarding a Planning Application that had been dealt with at the last Parish meeting. Cllr Sheppard and the clerk had replied to the letter. A thank you letter had been received from Theresa Annetts to say how pleased she was with her gifts.
11 AOB It was brought to the Parish Council's attention that a car (possibly Peugeot) had been seen driving in and around Winterslow and it is thought may be suspicious. Cllr Ken Ludlow hopes to repair the notice boards before Christmas. Cllr Newton suggested a date of January31st for the Annual Village clean-up. Cllr Newton reported the first volunteers would take part in the Community First Reponder course at the end of November 12 Date of next meeting
