Minutes of the meeting of Winterslow Parish Council held on Monday 4th January 2010 at 7.30pm held at Winterslow Village Hall
Present: - Mr R Sheppard (chairman), Mr T Hoskins, Mrs P Robinson, Mrs J Wheatley, Mr D Jones, Mr D Newton, Mr Gordon Verity, Mr Gordon Snelling, Mrs J Tier ( Parish Clerk)

Prior to the meeting Cllr Sheppard asked if there were any questions from the public and there were not so the meeting commenced.
1 To receive apologies
Apologies received from Cllr Ken Ludlow, Cllr Heather Ludlow and Cllr Simon Port
2 Approve Minutes
The Minutes of the meeting held on 7th December were proposed as a true record by Cllr Newton and Seconded by Cllr Wheatley
3 Matters Arising
Overhanging Hedges
The Clerk advised the Parish Council that a letter had been posted to a resident on the flood whose hedges were overgrowing onto the road. The Cllr's discussed this matter and asked the Clerk to write to Diane Barton (Livery Road) regarding the hedges on another property on the Flood that she owns. A letter should also be sent to Mr Mann (Yarmley Farm) regarding overhanging hedges on his property. Action Clerk
The Cllr's will contact the clerk with details of properties within their local roads /areas and the clerk will send out standard letters to the properties.

Parish Steward
The Clerk informed the Council that Wiltshire Highways had written to the Parish advising them of the forthcoming year's schedule and detailing specific job recommendations for the winter period. The Councillors suggested the following requests be made to the Highways Department;
Dig-out grips at the side of the road at Clough Lane, near the Stables, opposite the rectory at the Plantation and attend to surface holes at the junction of Middleton Rd / Clough Lane and the Flood. Action Clerk
Cllr Ludlow is away for a long period so the Parish Council will advise the Highways of specific jobs as and when required and then allow the Highways Department to use their initiative with other jobs as per their winter schedule.
Salisbury Glass
The Parish Council had asked the Clerk to contact Salisbury Glass as the replacement glass in the Pavilion was not frosted in the Referee's room or the Disabled toilet as expected. The Clerk was informed by Salisbury Glass that they had fitted the glass as requested and this had been agreed. Cllr Hoskins will talk to Salisbury glass regarding this matter.
4 Monthly Financial Report, Precept and Cheque Signing
The following Cheques were approved; Jane Tier £238.16, Southern Electric £29.22, Southern Water £31.50, Wessex Water £28.71, Bob Cooke £105.00
Wiltshire Council £88.87, R.George £1667.50, Rosemary Hazzard £22.35

Current a/c £2079.79 Deposit a/c £28404.51 Parish Plan £1050.22
The Cllr's then discussed the Parish Precept and that there should not be an increase in the Parish Precept and the amount requested will be £22,232.00 the same as last year. Proposed Cllr Robinson, Seconded Cllr Jones.
The Cllr's also agreed that a request for hard copies of minutes should be issued at a cost of 10p per sheet plus postage.

6 Reports of Members on other organisations
Parish Plan
Mick Brown updated the Council on the Parish Plan. The information collected from the Questionnaires is being collated onto a spreadsheet that will go back to the
Working Parties for draft action plans to be generated to form a Digest to be used during the consultation period. An eight week consultation period will then take place during which a presentation will be made to the Parish Council.
Mick Brown reported that Dave Milton (Core Strategy Spatial Planning South - Team Member) advised that a Southern Area Community Plan Steering Group is in place to gather information from all Parish Plans to generate an overall plan of the requirements of the parishes which fall within the Southern Area.
Link Scheme
Cllr Verity reported the Link Scheme has funding for another 1st Response Unit on the agreement that any subsequent funds that are received will go directly to the Link scheme to help pay for the unit.
Play Area
Cllr Port reported that Chris Bottle will design the play area plan. Due to the tight time constraints Cllr suggested that the Parish Council sub-committee should approve the play area design as this needs to be completed by 31/5/10 and the actual equipment needs to be in place by the end of March.
Cllr Port proposed that the responsibility for the Play area design and upkeep should be undertaken by the Recreation committee and this was seconded by Cllr Newton.
First Response
Cllr Newton advised that he had 16 volunteers for the 1st Response scheme and
that he wanted to thank the Link Scheme for purchasing the second 1st Response
unit. Cllr Newton gave the clerk £310.00 for the first Responders scheme.
Cllr Robinson - Speeding
Cllr Robinson reported on the latest speeding results and this was passed around for the Councillors perusal.
Cllr Snelling - Barry's Field
Cllr Snelling voiced his concerns over recent activity at Barry's Field. A number of people were seen to have been driving cars around the area without consent.

9 Highways
Cllr Port raised concerns over the way in which the grit bins were being used and also the number of grit bins in the area. A discussed then ensued as to where future locations of grit bins would best serve the community; Stone Close and Woodland Drive, Witt road (Old people's bungalows), Saxon Leas, Clough Lane (Pheasant hill corner), Pincroft Lane.
The clerk will contact Wiltshire Council to inquire about new grit bins
Action Clerk
Cllr Robinson advised the Highways authorities are in the process of reviewing existing speed limits (30mph limits are exempt from review). This is a three year programme in which all A/B class roads speed limits will be reviewed, there is no proposed change to the A30.
10 Correspondence
A quote has been received from Greg Gent for work on the Oak tree at the recreation area. The Parish Council have previously agreed this quote and the Parish Clerk will contact Mr Gent to see when the work will be carried out.
Action Clerk
The clerk had received a quote from Commutaports for the supply and fit of new aluminium panels to the broken bus shelter £894.00. The Cllr's decided to leave the bus shelter as it is until further notice and Cllr Verity will source another quote from a local supplier for this work.
11 AOB
Councillor Sheppard offered to tender his resignation as Chairman to the Parish Council due to the potential development of land in this village which is owned by his family and in which he will have a personal and prejudicial interest.
The Councillors discussed this matter and then asked Councillor Sheppard to consider withdrawing this offer of resignation, as all Councillors expressed a preference for him to continue as Chairman.
Councillor Sheppard withdrew his tender of resignation on the understanding that if in future any business arose relating to land in which he has an interest, Councillor Sheppard would declare that interest and leave the meeting. The Vice Chairman would act in his absence.
A vote was taken which was unanimous in favour of this.
