Winterslow Parish Plan Steering Group

Tuesday 9th June 2009

Present: Mick Brown, Tim Elliott, Ian Kay, Vicky Kuhle, Janie Melhuish, Betty Page, Paula Page, Mike Taylor, Tren Torode, Mark Tucker, Clive Broadley, Debbie Evans, Penny Fooks.

1.  Minutes of the last meeting The minutes of the meeting of the SG on 5th May were read and approved with the following amendment.

5 (ii)This minute to be deleted.

2.  Matters Arising

2 (vi)   Mick asked if everyone had a copy of the 1994 questionnaire - questions might be included from this one so we can make comparisons.

2 (vii) Tim will be unable to spray on the letters.

4 (i)     Mr. Sim was not available for the Parish Council meeting, they will respond to him.

8 (iii)   Brian has bought a map; copies can be run off for the fete.  Mick has the OS licence so the map can be copied, Brian can get plans, groups to ask him if any are needed.

7 (iii) Murder Mystery evening - Paula said the actors are keen in principle, possibly on a Saturday night early next year, perhaps March after the pantomime.  The Nelson is in a state of flux and might not be able to commit to a bar at the present time.

12 (i)   Noticeboards - The Parish Council have said we can have the right hand third of their noticeboard.   The Parish Council have spoken to Haynes Motors, a noticeboard is to go on their premises to serve Lopcombe Corner, the Parish Council to pay for this.  Paula had asked Jane Greenaway about the noticeboard in school, she was willing for this to go ahead. Mick asked if we could get anyone to sponsor the timber.   It would be double-sided so we can use the front and the school can use the back, perhaps 8 x A4 sheets size..  The Parish Council might use it in the future.   Mick is to ask the Parish Council to remove the existing notice board.   Paula will ask Jane Greenaway where the board is to be situated.

Mick spoke about publicity and the website, he has discussed a skeleton outline and the general format with Gordon and another volunteer will be helping.  The website will be relaunched at the roadshow in tandem with the existing website.  Mick suggested that the advertisers in the Parish magazine should be included in the website and any new advertisers to our website should be included in the Parish magazine.  This will have to go through the Parochial Church Council.

 

 

3. Question Time - there were no questions.

4.  Correspondence - there was no correspondence.

 

5.  Chairman's Report - nothing to report.

6.         Finance

Ian said the balance is currently £514.55, with £400.00 coming from the Parish Council this totals £914.55, plus the grant from Community First = £1,414.55 The bill for the OS licence and maps is still to come.

 

 

 

 

 

 

 

7.  Fundraising

(i)  Janie suggested a tennis tournament be organised using private courts and the court at the Village hall, possibly at the beginning of September.   Posters should be organised soon and a mention in the Parish magazine to alert people with no exact details at present.  Janie is to follow this idea up and try to firm up details.

(ii)  A skittles night was suggested.

(iii)  The car treasure hunt and Murder Mystery are still firm proposals.

8.  Parish Council Matters

Already covered (Mr. Sim and noticeboards), the Parish Council is to confirm payment of latest  invoices.

 

9 .  Members' Reports

Editorial Team -

(i)  The Editorial Team has confirmed they will edit the Parish Plan and questionnaire and also produce a digest at the consultation stage to cover the details required for the primary consultation process.

(ii)  Penny asked about the questionnaire - once the questions have been submitted to the editorial group they will be in charge of the format of the questions.   Mick said there is a preference for the answers to be in tick box format.   2 independent volunteers will look at the structure of the questions to ensure they do not "lead" the person completing in a particular direction and are not confusing. If two topic groups present the same question the Editorial Team will make a decision as to which section it appear in.   Mick said multiple-choice questions would be preferable.   Paula asked if comment boxes would be included as things might come out of these which are not in the questions.  Mick said the questionnaire would include sections for comments. If the community come up with new questions then further market research could be undertaken before the various action plans are formulated for the Plan.

10.  Working Party Reports

 

Transport and Access - Tren said they had sent out 20 questionnaires -

  • 1 contentious issue was that bridle paths are not linked so horseriders are using footpaths.
  • Public transport was not included in the mini-questionnaire
  • 30/35 questions had been formulated for the end of June questionnaire.
  • Mick asked if the group could look into the possibility of a new bus shelter for school children at Dunstable Bottom (crossroads). The PC is looking into it and will pay for it but they need to know where the shelter could be situated. Mick said research is needed to see if there is a demand for a stop at this location and if the bus companies would support the initiative.

 

Environment and Biodiversity - Mark said the pilot question were mainly open as he felt the environmental area must have open questions.   They are waiting for a few more responses.   Paula said we must be careful not to ask leading questions.   Mick talked about how many question there should in the questionnaire from each group - this would be unlimited, as some topics will need more questions than others.  Mark said they had got it down from 8 to 4.   Paula said there must be space for people to put unsolicited questions/issues - eg. what do you feel passionate about, what is your major concern.

 

Economic Wellbeing - Mike Taylor said they had held 2 meetings and composed 16 questions.  Some issues are:-

  • Parish Council
  • Age of businesses (27 years average)
  • Lack of younger business people
  • Businesses want to be part of the website
  • Legal obligations for fire safety for business premises probably not known
  • Fix roads but don't improve
  • Public transport at risk...

 

Planning - they have sent out approximately 40 mini questionnaires, Brown's Copse and the adjacent field came up in 60/70% of answers.  A Village Design Statement group will be formed after the consultation digest has been sent out for consultation, probably late 2009. Debbie had asked what the process is for this, Tim said the community might be able to rank areas to be developed.  Mike said the Brown's Copse field should be flagged if people were concerned enough, 60 - 70% would be good support.

 

Educational Facilities -

  • Paula said the Head at the school would like retired people to hear reading and help with gardening and cooking, it would be good to link groups together.  Children now come some distance to attend the school, 2 from Tisbury and 2 from Salisbury, so the Head feared links with the local community had weakened.
  • Sara is meeting the governors and friends soon.
  • Paula said Lyn Sillett had met David Walker who can find tutors for IT courses.   Jane Greenaway had said that the IT suite at the school would be available for IT courses.
  • Paula mentioned Train to Gain - free training for small businesses, funding is available for NVQ and Foundation Degrees.
  • Lynn Sillett has good contacts for setting up a Youth Council, possibly a Facebook site for young people in the village.  There is a huge room in the Barry's Fields pavilion which might be available for kids' club/youth club depending on the planning situation, which is under discussion at the moment.

 

Crime and Community Safety -  Mick said they are working on the questionnaires and will get together shortly.

 

Culture, Leisure and Community Facilities - Penny said they had contacted nearly all the Village Hall users, all were happy with the facilities.   Some groups don't want more members and are quite happy as they are.  There were opportunities for mutual help between groups; there had been a good response from the community.  A discussion followed about volunteering in the village; some organisations have many volunteers and others few.  Tren suggested a question "are you willing to volunteer to help with anything?" and maybe a volunteer co-ordinator could be set up.

 

11.  Items for Discussion

(i)         Fete - Penny and Paula said thanks for the questionnaires.  The plot, cover, tables, chairs, Brian's plan, display boards, clipboards are all organised.  The mini questionnaires will be displayed on the boards.  People will be asked to answer 2 - 4 questionnaires   Green and blue balloons and paper will decorate the stall.  Mick asked everyone to e-mail Penny or Paula to let them know if and when they will be available to man the staff on Saturday 20th June.   Penny will also list proposed fund-raising and thank Trethowans and the Lions Head.  Debbie asked if we were to attend the Parish fete also, but it was felt that this was too close (14th July).  Mick has designed a banner and Bob Cooke is to do the lettering.

 

 

(ii)        Mini-questionnaires -after market research the formulated questions should be with the Editorial team by the end of the July, the questionnaire needs to be finalised by mid-August   The Editorial team would like the questions to be sent as soon as they are ready, no need to wait till end of July.

(iii)       Homes allocation - Mick will provide a master copy of the introductory letter and photo by e-mail next week, pleased take this with you and a copy of the article "frequently asked questions".  Properties that have the Parish magazine have been marked.  Ask 3 questions, note information.  Information will be collated.   We have 3 - 3 and a half weeks to do this.  2 additional volunteers have just come forward.  Penny asked if we can take on more volunteers, but Mick said it was rather late as they would need photos and briefing.   Mark said he has a contact in data analysis.   Mick said groups could analyse themes from their particular houses by the meeting on the 14th July.   Homes are all based on the electoral register; some houses might not be on it.

 

 

 

 

12.  Look forward - Mick emphasised that people should contact Paula or Penny if they are able to help on Saturday 20th June at the Village Fete - please make some questionnaires for your group if you have not finished your mini-questionnaire.  Penny and Paula will need paper for people to write comments.

 

13.  Any other business -

  • Janie had contacted David Miller at Godolphin about collating information, he suggested trying Salisbury College.  Tren is working on spreadsheets to collate information.
  • Janie suggested the tennis tournament be held perhaps on 13th September, an article to be included in the August edition of the Parish magazine. The event could possibly include teas and cakes or similar as part of the day.

 

 

14.  Date and time of next meeting
