Winterslow Parish Plan Steering Group

The minutes of the last meeting were read and adopted...
There were no immediate matters arising.
No questions were raised.
There has been no correspondence.
Mick thanked Tim for taking the Chair and keeping everything on course in his absence. Mick thanked everybody for rallying round in his absence and particularly thanked Tren for all the hours he has put in analysing the results and producing data.
Village Design Statement – Brian said that this should be put forward as high priority to the Parish Council. Mick said that the work already undertaken for the PP BY Brian’s team would contribute towards the VDS but there would be a need to incorporate elements from other topic groups. Towards the end of the Parish Plan process, probably in the summer, Mick will need people to carry on as a new SG concentrating on the production of the VDS. Brian asked if the VDS will be paid for by the Parish Council. As the VDS will form an “Action” in the PP the responsibility falls to the PC. However, it is anticipated the Parish Council will expect the SG to produce it.
The new Southern Area Community Plan Steering Group
(Mick and Brian are part of this new group) will need Parish Plans and Design Statements by January 2011. Parishes with no plans are being encouraged to organise a plan. As the VDS is an extension of the PP and with the PC asking the SG to take it forward the opportunity to apply for funding from the PC will present itself. An application will also be made to Community First.
Mick has prepared an article for the next Parish magazine showing comparative statistics between the present Plan and the 1994 Plan, including graphs.
Economic Wellbeing – this group is struggling as two key players are away. A meeting is planned for Wednesday 13th January at 1.30 and the forum is due to take place on the 16th March. Ivan Moody is to join this group. A discussion followed about the possibility of forming a focus group of established Winterslow families, maybe an informal get-together during the eight week consultation period. Paula said we must be clear about the reasons for specifically asking these families as opposed to other groups within the village. It was thought that they could offer some perspective on changes in the village through time (e.g. flooding) – Mick suggested that we all think about this before the next meeting.
6. Finance – Ian said the new Parish clerk had been through the finances with him – Brian’s outstanding money to be sorted out. The account currently stands at £1053.72. In March Mick will raise the issue of providing the £400 approved “in principal” for the PP by the PC in March 2009. The Lion’s Head quiz continues to give us welcome funds – could we make an effort to attend a quiz – on the 2nd Sunday of every month.
7. Fundraising- Ian spoke about the proposed Treasure Hunt and asked Penny if she could obtain a format from her friends to give some idea of how to set one up. The tennis tournament had been cancelled, but it was thought the spring/summer might be a good time to hold a tournament if the Treasure Hunt should fall through.
- Richard Sheppard had offered his resignation as Chairman of the Parish Council (on legal advice) but the Council had refused to accept it.
- Parish Council Consultation – a special look to consider the findings of the questionnaire should be held early in the eight week consultation period. The question of WiFi at the Village Hall was mentioned – this could operate through the public telephone in the Hall – no action has been taken as yet by the Parish Council. The new Community Plan Steering Group needs a representative from the Parish Council but none has come forward as yet. Mick and Brian have been accepted as members as they are on the PP Steering Group.
Editorial Team – they will look at the Digest soon. The website is much improved; the group is meeting again soon to put in place a plan for development over the next year. The offer of a free period of advertising on the website is to be offered to those advertising in the Village Magazine for one year.
There are possible sites at Lopcombe Corner – the residents should be asked if they would be in favour of development there and they should be asked for specific suggestions as many of them feel they are separate from Winterslow (not using shop, pubs, etc.)
Culture and Leisure/Health and Social – Penny said the groups have not met but have meetings planned to take place shortly.
Economic Well-being – Mike will bring a presentation to the February meeting but made the following points:-
- very little information had been gathered about the good/bad points about working in the village;
- there were many remarks about mobile coverage in the village
- The shop was popular and felt to be doing a good job, people had asked for a butcher/baker/farm shop – perhaps the shop could cover some of these needs?
- more information about village businesses is needed
- a business index on a map would be advantageous
- The business forum in the Village Hall on the 16th March should help to bring things together. Business Link is to attend the meeting – this will be advertised in the next Parish magazine. We have 80% of the e-mail addresses of businesses in the village.
Education – Paula said the group had not met lately but will do soon. They had not received many comments on Education through the questionnaire and she had not heard from Jane Greenaway about the children’s’ questionnaire.
Parish Matters/Crime and Community – Mick talked about giving the Parish Council a preview of the views of the community on the Parish Council. After a lengthy discussion Tim suggested that Mick should take the Parish Plan Matters section to Richard Sheppard to give him the opportunity to see the results before they become public.
A summary sheet of the responses to the questionnaire will be collated – It was suggested that topic groups could use the data already provided and make entries onto a blank copy of the Comm’ Questionnaire.
Environment – Mark will organise a meeting soon. Mick asked for Rob Humphries to be involved. Rob’s partner Linda wants to be involved with education (Mick will send Paula her e-mail address).).
Business Questionnaire – Mick has given the Economic Wellbeing group some extra time to do this as they also have the Forum to organise.

Topic groups to prepare for Roadshow.
· Roadshow - a Saturday in May was suggested (15th?) to be held in the Village Hall. Mick suggested that topic groups work to present findings as simply as possible. He will obtain 2/3 A1 cards for each group and the presentations should include some comments, statistics and draft action plans. He will allocate a different colour to each group, all text etc. to be printed on PCs and stuck onto the cards. The Hall will be set up with tables with the cards standing on them. Brian may need more room for maps; Mark said the Church has some display boards which we may be able to borrow. The groups should keep their cards afterwards for possible further use.
· Community Plan Digest – there will be 2 pages per Topic Group, including key points and actions for each group and the third parties to be consulted. Mick needs to know how many copies each group will need – how many consul tees will need a copy? Mick will have available copies, or the digest can be accessed online.
- Brian mentioned that a large display board with a map of the village, landmarks, etc. should be erected in a prominent place in the Parish, possibly funded by the Parish ‘Council.
- Mick talked about the layout of the final plan and said the B50 Parish Plan was available online for some good ideas – a mixture of this plan and the formats for Pitton and Durrington would be favourable. The Parish Plan would go onto a CD to save printing hard copies.
- Topic groups must make notes or take minutes of their next meetings as these will be needed for the Plan records.
- Paula asked that Jess be taken off the circulation list and that emails to Paula be sent to her home email address and paula.page@wiltshire.gov.uk to ensure that she picks them up.
- Tren mentioned that the chair at Coombe Bissett thinks that the Southern Area grouping is wrong and that the Chalke Valley villages should be separate.
13. Look Forward – make sure draft actions are ready for the next meeting so we do not duplicate findings between groups. Deadline 6th Feb to Mick for circulation with the agenda.
