MINUTES OF THE MEETING OF WINTERSLOW PARISH COUNCIL held on Monday 7 September 2009.
PRESENT: Mr R Sheppard (chairman), Mrs P Robinson, Mr G Verity, Dr S Port, Mr D Jones, Mrs H Ludlow, Mr K Ludlow, Mr D Newton, Mr T Hoskins, Mr G Snelling, Cllr C Devine and 4 members of the public.
APOLOGY: Mrs J Wheatley,
Discussion took place during public question time regarding the Core Strategy proposals. Cllr Devine confirmed that of 1100 houses due to be built over the next 20 years 520 will be incremental developments out of Salisbury. It was suggested that the council needs to identify portions of land within the parish in preparation for this. Mr Verity said the parish plan would cover this with the eventual preparation of a village design statement.
MINUTES - with the addition that he was present at the last meeting, Mr Ludlow proposed the minutes a true record, seconded Mr Jones. All in favour.
PARISH PLAN
Mr Brown reported that the final draft of the questionnaire is ready for printing and will be distributed during October.
Website - Mr Verity proposed that he should take over as webmaster in the short term (probably three months) to oversee the transfer to a new server, which is being organised by Tim Crossland, in order to give Mike Morgan Jones time to familiarise himself with the new site layout. The new site will go live next week and costs will be in the region of £60 pa. Seconded Dr Port. All in favour.
MATTERS ARISING
First Response - Mr Newton reported he is having problems getting volunteers. He has been in discussion with Tytherley and Awbridge who have successfully set up a scheme. He proposed a remit of £40 to prepare fliers for inclusion in newspaper deliveries and availability at the central stores, seconded Mr Ludlow. All in favour.
Play Grant - Dr Port reported that the council is due to ratify grants on 22 September.
Flags - Mr Ludlow reported that the Union Jack flag has gone missing. Dr Port proposed that Mr Ludlow should purchase a new one at a cost of approximately £50 together with a Wiltshire Flag at a cost in excess of £15. He will also need to purchase a padlock and chain to secure the flags. Seconded Mrs Ludlow. All in favour.
Clerk Vacancy - there has been one application for the post. It has been agreed with her to meet the Chairman, Dr Port and Mrs Wheatley next week when it is hoped she will agree to accept the post if suitable.

Mr Jones proposed acceptance of the accounts, seconded Mrs Ludlow. All in favour.
Winterslow Pre-school & Toddlers Group - Mr Hoskis proposed to accept a request for a donation of £320.00 towards a shed, seconded Mrs Robinson. All in favour.
PLANNING MATTERS
S/2009/1149 ALTERATION/DORMER WINDOWS TO PROVIDE AN EN-SUITE SHOWER TO MASTER BEDROOM. ALTERATION OF FAMILY BATHROOM AND NEW ENTRANCE LOBBY . 96 SAXON LEAS. Mr Ludlow proposed no objection, seconded Mr Newton. All in favour.
Appeal - S/2009/608 Woodspring, Livery Road - allowed
REPORTS OF MEMBERS ON OTHER ORGANISATIONS
Buses - Mr Verity has received confirmation that there is a bus pick up point adjacent to the Baptist Church in Weston Lane. This should ensure that the road is gritted.

Police - Mrs Robinson reported on a recent Neighbourhood Tasking Group meeting. She had brought up the question of speeding which has been taken as a priority. Community Speed Watch was discussed, the result of a survey is awaited before full consideration can be given to this.
RECREATION GROUND MATTERS
Quotations for windows in pavilion - Mr Jones had looked into the quotations and proposed acceptance of the one from Salisbury Glass at a cost of £3094.89 + VAT to include laminated glass. Seconded Mrs Ludlow. All in favour. They are to contact the caretaker for access. The clerk will ascertain if any funding is still available from Romsey landfill.
Mr Hoskins had a complaint that the organisers of the Playday had allowed goal posts to be damaged and left the kitchen dirty.
8.45 - Mr Hoskins left the meeting.
RIGHTS OF WAY
No 2 Red Lane and No 28 Mill Lane - need to contact Nick Cowen asking for clearance of these.
HIGHWAYS
Ramp at Woodland Drive - agreed to leave this until next spring.
Potholes - Mrs Sandle had provided Mr Ludlow with a comprehensive list of potholes which he has taken to Wiltshire Highways. Some holes have recently been filled by machine.
Plantation/Middleton Road - agreed to approach Wiltshire Highways regarding the dangerous state of the road at the school.
CORRESPONDENCE
Wiltshire Council - Core Strategy Documents including notification of a meeting on Tuesday 15 September
Wiltshire Council - Code of Conduct Update - circulated
ANY OTHER BUSINESS
The dog bin in Witt Road is not being emptied. Clerk to contact Wiltshire Council.
Barry's Fields - the application to change conditions was not successful. Current hirings are allowed but any subsequent requests to hire must be passed by the planning office. The 9.30pm deadline will not change. It was agreed that the council would be prepared to endorse any further attempts for change.
Strimmer - Mr Newton agreed to take charge of the strimmer from Mr Ludlow.
Mrs Titt will cut a ribbon at the new bus shelter at 6pm on 8 September.
Glass has once again been smashed at the bus shelter at Woodland Drive. Mrs Robinson suggested not replacing this.
Mr Ludlow requested that siting of a plaque and seat at the Well and Pump House in Middleton Road should be on the next agenda
