Terms of reference
TERMS OF REFERENCE FOR "TOPIC" WORKING PARTIES (TWP)
The purpose of each TWP is to assist the Parish Plan Steering Group (SG) to prepare an action plan for the community. Each WP will tackle a specific issue, or set of issues, or the needs and opportunities facing a specific group of people within the community.
Each WP will be provided with a clearly identified purpose, in writing, by the SG.
Each WP will then:
1. Identify how it will gather information and carry out consultation
2. Identify if there is a need to form a sub group or groups
3. NB if sub groups are formed it will be the responsibility of the TWP to provide terms of
reference
4. Identify a timescale for the process
5. Identify any cost implications
Each TWP will, on completion of its investigation/consultation:
Produce a simple action plan setting out:
1. What is proposed
2. Why the action is needed
3. Who will be responsible for taking the action
4. When the action is to be taken forward
5. How the action will be implemented and the cost implications
Each TWP must be able to:
1. Demonstrate that the project/s it has identified have the support of the local community
2. Demonstrate, where relevant, that it has discussed the project/s with other organisations/stakeholders who will be able to assisting implementing the action plan
3. Demonstrate, where applicable, that the action plan compliments and supports existing plans established by other organisations, agencies and Local Authorities.
4. Demonstrate, by the maintenance of appropriate records/data, they have documentary evidence to support their conclusions.
Each TWP will be responsible for:
1. Organising its own meetings
2. Ensuring representation at the monthly SG meetings
3. Producing working notes as records of maters discussed at meetings
4. Providing a written summary progress reports to be submitted a minimum of two days prior to each SG meeting to the Chair and Secretary.
