Middleton Road Development

The Parish Council has received draft proposals from Primetower for a potential development at Middleton Road, Winterslow. At the Council meeting on 1st February 2021 we agreed a comprehensive response to the proposals and further discussions with Primetower will now take place. We understand that a formal planning application will be submitted to Wiltshire Council in week ending 19th Feb.

Q
How many Affordable Homes are included?
A
The answer is 40% of total 86 dwellings, therefore 34 Affordable Homes.
Q
When will there be a public consultation?
A
We understand that a Planning Application will be submitted to Wiltshire Council (the decision-making authority) in February. WC will then set a date for a consultation response from the Parish Council. The PC will then put a link on our website to the WC website so that residents can review all the documents and comment both to the PC and to WC.
Q
What is the relationship with the Village Design Statement?
A
Although completed nearly 10 years ago the VDS still has some planning 'weight' but only on design matters. The site analysis in the document was a helpful source of data at that time but has no planning 'weight'.

Will Middleton Road be made wider?
A
We are not aware of any proposals to do so. Decisions on Highways are made by Wiltshire Council.
Q
Will Winterslow school capacity be increased to cope with the extra numbers?
A
Statement from the school 22.2.21:

We are proud that over the past five years our village school has gone from strength to strength. With the improved reputation of our school we have grown considerable in numbers, before this we were really struggling with numbers on roll being low and falling.

Approximately 60% of our children come from our village and catchment area. The remaining 40% is made up from children from neighbouring villages and the local area- some as far as Cholderton , Old Sarum, Alderbury and Salisbury.

We are not full . Our capacity is 210 and we have grown to 195. We would certainly have space for families from such an estate to start at our school, e.g. 4 year olds , as they would simply come above others in the admissions criteria. If children, that are already school age, move to the area it would depend on the year group they would look to join to see if we had space or not.

More houses would improve the stability of our numbers and make us less dependent on children joining from out of catchment, there are other local schools that are now significantly under capacity.

Will small homes be able to extend into larger homes?
A
The PC and the developer propose a restriction on such extensions. The final decision will be made by Wiltshire Council.

Could new properties not be eco homes?
A
The Parish Council (and Wiltshire Council) can only respond to planning applications that come before us. The development will have to meet current environmental requirements.

What about pedestrians on Middleton Road?
A
Note the proposed footpath/cycle paths on the plan.

What about drainage, sewerage, water concerns?
A
The relevant departments in Wiltshire Council will make their recommendation to WC Planning as part of the decision-making process.

Will there by access to the site via Highfield Crescent?
A
The plan shows an emergency and cycle path access point. Wiltshire Council Highways will decide if this is acceptable and, if so, what changes are needed on Highfield Crescent.

What are 'Affordable Homes'?
A
Broadly speaking, affordable housing schemes aim to make cheaper homes available for people who cannot afford to buy or rent at market rates. They are generally provided by subsidised rented homes (typically 80% of market rent, or less) and by shared/low cost home ownership.

Does a Councillor have an interest in the land.
A
Yes. The interest is declared as is legally required and the Councillor is not present when any related matter is being discussed by the Council.

Please can you confirm why there is a new road being entered into Highfield Crescent when there is already a path next to the shop which goes alongside the development? Residents of Highfield Crescent will be very heavily impacted by the additional foot and cycle traffic to the pub, shop and school.
A
Unfortunately we cannot comment on why the developer has chosen to propose that route. We understand that there will be an opportunity for questions to be raised directly with the developer after the application has been lodged with Wiltshire Council.

Are Primetower planning to interact directly with the community on the proposal?
A
Primetower will aim to hold a Q and A event when parishioners have had the opportunity to view the planning application documents. They are reviewing what communications method can be best used in the absence of face to face public meetings.

What happens if the Parish Council votes against this development?
A
If the Parish Council votes against the development, the planning application submission will be sent to Wiltshire Council and they will make a decision. This would be the case if the Parish Council votes for or against any application, it is the Local Authority who has the decision to make on any application and whether it is approved or not.
Q
This is a large development that will have a substantial impact on the infrastructure and ecology of the village and has many implications for local residents. Why is this being considered during a time of a National Pandemic at a time when face to face or public meetings are not only unsafe but illegal?
A
Planning Applications can be submitted at any time to Wiltshire Council. The Parish Council can only respond when consulted by Wiltshire Council.
Q
Why is a large development on this site being proposed when the sewage system that will deal with its waste is reportedly compromised and already full to capacity? Where will this waste go?
A
For sewerage, the applicant will have to demonstrate that the system can cope with the requirements of the development.Southern Water will advise if additional works are needed.
